My Lord,
with reference to paragraph 5 of
Your Lordship's Despatch No. 323 of the 22nd. of last
December, I have the honour to state that according to a
report made to me by the Director of Education, the work
of Normal Master has very greatly increased in responsibili-
-ty and importance of late years, and that the Normal
Master now in addition to his original duties trains pupil
teachers for the District Schools, while his control over
the Chinese Masters at Queen's College has been increased.

The Director of Education has in
these circumstances recommended that the allowance paid to
the Normal Master should be increased from $600 per annum
to $900 per annum without exchange compensation, and I
have the honour to endorse Mr. Irving's recommendation as
I am of opinion that the services discharged by the Normal
